Virtual Libraries were introduced with LMS 7.9. This plugin supports virtual libraries but they are a LMS feature. Think of a virtual library as a sub-library (subset) of your main libary with all tracks that meet the search criteria you selected. The easiest way to create a virtual library is to use the LMS advanced search. Here's one example of a forum thread that has more information.

I realize that pre-selected artists don’t survive a LMS re-start, or re-scan, but is there a way to save the pre-selected artist selection?

No. Preselection stores the artist/album ids which are likely to change when you rescan your library. Preselection is really more of a short-term thing.
If you have a fixed selection of artists or albums that you want to listen to frequently, you can "hard-code" them into your own custom dynamic playlist. If you need help with creating such a dynamic playlist, here's a dedicated thread for that.

You have TrackStat. Unsupported but reported to work with LMS 8.0, I think. Then there's RatingButtons.
As for myself, I use my own plugin: Ratings Light.
