    +1 exactly, especially if it's just sitting on a shelf or in a box stored away! Unformtunately, that happens to describe alot of my gear

    If those 8V windings on the transformer are in series it might be possible to connect them in parallel with links on the PCB. That would fix the heat issue if the regulator voltage is sorted out.
