It is one of the URLs in the pls URL - use wget/curl or play the pls URL in a player such as VLC and look at the URL that is being played.
Bye the way, according to the comments on the BBC Blog, TuneIn BBC links work everywhere in the world, except in the UK

It is an AAC stream so will not work on all devices ... and no transcoding in this case.
edit:
I just tried to use it in UK from MySqueeze to SB2 and it fails - but not with a 403
If I use it via LMS "Tune in URL" function (nothing to do with "Tunein") then it plays to the same SB2 but LMS transcodes it to FLAC for it to work.Last edited by Paul Webster; 2019-10-03 at 07:00.

So I did a wget on the pls and that gave two files

and they both played from Mysb.com as favourites.
I then tried a shortened version
and that played.
I did not listen very long as my Radio is not workinging prperly. The display shows it connected to my local LMS and yet it is playing from Mysb.com
I can't be arsed to mess with it now...off to watch the Ireland match

The additional parameters are BBC way to control playing in some way playing - not sure what "h=" is about but

Just because BBC publishes an URL doesn't make it correct - we have plenty of examples where BBC program feeds where a Listen again URL are delivered in a feed yet fail to play.
The above 320k AAC URL looks incorrect as there is a part of a "hls" URL in the middle - it looks like someone edited the file and cut and pasted two URLs together (comments at start seems to show this feed is hand maintained) .
I can't test but guessing that a human created the URL and using lowres is MP3 and hi res is AAC so I'm guessing the following.
low res http://open.live.bbc.co.uk/mediaselector/5/select/mediaset/http-icy-mp3-a/format/pls/proto/http/vpid/bbc_radio_three.pls
