I think pCP endorses using pigpiod for controlling the GPIO.
in which case, install pigpio.tcz via pCP Extensions.
The next thing to note is that pCP does not have bash. It uses ash (smaller but a bit less functional).

Try starting a cmd session and then run the slimserver exe from that session to see if it outputs an error to the console.

Do you have the server.log for the restarts when there was no internet available to LMS?
