Accessing BBC on Logitech Touch after end of BBC Shoutcast transmission
Though you never needed a licence purely to listen to the BBC radio output - it was (is?) needed for TV. Not living in the UK any more, I'm not sure what the "law" is regarding accessing BBC Sounds via the 'net (or LMS!) - though I can't imagine it pre-supposes having a UK TV reception licence ......
Has not changed for radio - no licence needed.
However, if you do declare that you do not have a licence and they decide to come and check and you let them in and they find capable equipment connected up then arguing might be expensive.

How do you prove whether you don't watch live TV? I wonder how many watched World Cup matches without a TV licence 🤣

Apart from the Pi what hardware do you need - presumably some kind of capture card / aerial HAT ?
I use a Win HauppaugeTV-dualHD usb dongle as use to watch and record tv plus for radio and as Paul Webster said the Pi TV Hat is a good option just as shame its only a single tuner
One thing i was thinking of doing which i haven't tested yet but should work (fingers crossed) is map the SD card being used by the Pi running TVheadend and map it into the Pi running my LMS so if you record any radio shows they show up in LMS to play
