    How to install "local" plugin?

I am just trying to create a plugin for my own system locally. If I copy my plugin directory to the "Cache\InstalledPlugins\Plugins" directory it loads fine but prompts me to restart the server. I can use my plugin ok until I restart the server and then it automatically deletes/uninstalls my plugin. How can I install it locally such that it doesn't get removed?

Don't use cache folder, use the Plugins folder in your installation folder
    - check Settings/Information for the path location.
