I'd like to create a .sql file I could upload to a MySQL capable web server to recreate my music database externally so I can use it to run a Flash MP3 player.

The "ibdata1" file is, I'm guessing, the raw data.

You need to use mysqldump.

I don't know how to do this on windows, but on my Linux box (Ubuntu) it would be:

mysqldump --defaults-file=/var/cache/slimserver/my.cnf slimserver

Is mysqldump a Linux/Unix/Ubuntu command, or something from Slim Devices?
I have SlimServer on both Windows and Mac, any equivalent for either of those?

Its a command from Mysql.com
Check out dev.mysql.com for tons of documentation

They have versions for Windows and Linux and probably Mac OS
