what means (how do i) First, configure your router to forward two ports to the server's IP address: 3483 and 9000 ?

Find a support forum for your particular type of router and ask there.
All routers are different, so it's hard to tell you what to do exactly.
It's easy what to do generally: Forward the ports on your router to the
internal ip address of the PC you're running slimserver on.
