How does one turn off the browser sounds when SlimServer refreshes itself?

Still using IE, eh?

Control panel -> Sounds and Audio Devices -> Sounds (tab) -> find "start navigation" in the list under "Windows Explorer" and change the sound to none.

I'm afraid I'll have to disagree with you on that point.
While the browser itself is harmless enough, the UI design is just a mess. Instead of the menu system that exist in 99% of windows app, the are icons with menus below them on tab bar.

I'll stick with my current way of working. Firefox for blocking ad's and other bandwidth wasting crap like flash.
I.E for viewing any intresting Flash.

Plus the BugMeNot extension in Firefox is a gem.
