I tried to open http://ogg.tv-radio.fr:1441/encodercityradio.ogg in winamp.
There it is displayed that this is a stream with 32kHz sampling rate.
Slimserver/Squeezebox1 has problems playing back ogg streams with sample
rates different from 44.1kHz. I think you are hearing a 32kHz stream being
played back with a sample rate of 44.1kHz.

I think this is a known issue, take a look at
http://bugs.slimdevices.com/show_bug.cgi?id=699

Vote for the bug if you want it prioritized.
