Does anyone know if there's anyway of enabling 3rd party plugin repositories and their plugins via a cli or API or something?

I've spent a bit of time poking around. Firstly I attempted to grab the requests the UI was POST'ing slimserver but I've haven't been able to craft any repeatable requests from it.

Having a look around at the files being written, I noticed that there's the extensions.prefs file in the plugin prefs folder with a repos list, but adding the repo to that file doesn't seem to make any change in the web UI.

I spoke/asked too soon. Managed to get the right combination of options in my curl request which can setup a repo and enable the plugin.

What's the motivation for this?

IMHO the better way would be to ask you to add that repo to the official...?
