If you are not playing mp3 files then yes you need LAME as the server
converts to MP3 to stream to your player. LAME is an audio codec and you
can google it and find out where to download the latest version, you will
need to throw it on your windows 2000 machine and then tell the server
settings where it is located.
To prove your box works you can set the bitrate limit on your player to "no
limit" (player settings page) and then play the .wav file it should play
just fine.

Ipchains by default, Windows might or might not install the built in XP
firewall depending on which service pack you have loaded.

What version of SlimServer are you using now, and what version were you
using previously?
What firmware version is currently installed on your Squeezebox?
It could be a fw version mismatch between the server and the
Squeezebox...
