Desperate or not, he's a thief and should be treated as such. He violated a trust and I'd bet this is not the first time, only the first time he was caught.
I have compassion for those who need and ask for help, but not for those who help themselves to another's property without asking.

Kudos to the Swiss police. You handed them the data they needed on a plate to catch a criminal and they acted on it.
Compare this to my experience here in the UK. Someone created a fraudulent direct debit on my bank account to pay for their Sky subscription. The DD mandate had a reference number which Sky confirmed was the person's account number. Sky were in a position to identify the fraudster to the police. (The Data Protection Act meant that they could not, of course, give the identity to me).
I phoned the police to give them the information they needed to apprehend the fraudster and you know what? They were completely uninterested. Probably too busy kicking down innocent Muslims' doors.Transporter -> ATC SCM100A

Great to hear you got your property back.
I wouldn't worry too much about the person who stole it - 'petty theft' or not he abused the trust which his customer had for him. How many other people has he ripped off before or would he rip off in the future if he had not been caught?
What a pity you had to actually do so much work yourself to get the police to take action but at least they did in the end. Since you basically had evidence that would ID the exact physical address it was used from (via the ISPs records of IP address) they should have taken action to resolve the crime without you having to push them.
