I guess I don't understand how slimserver plays FLAC now. If I turn off the
bit rate limiting, doesn't it play the FLAC at 100%? Is the issue that you
want, on the board, decompression on the SB itself?

Yes, by decoding on the server and sending the full-bandwidth PCM stream
to the SB for playback. This requires a bit of CPU from the server
box and a good bit of bandwidth on the LAN.

Yes. If this is found to be possible on the current hardware it would
save server and LAN resources as well as reducing server software
complexity.
