What format are the tracks in that show stuttering?

All FLAC.

I have a playlist in iTunes that when I hit "Play Shuffled" in iPeng always plays it in the same order.
I have a SBR that I have a preset button set to the same playlist with the same result, always plays in the same order.

Any help in how to get it to play shuffled from the preset button and from within iPeng?

How is "Settings->My Music->Reshuffle on Repeat" set on the server?

It's set to re-shuffle each time.

Also curious if shuffle were working would the displayed order of songs in the iPeng playlist change
each time it's loaded or would iPeng simply shuffle the order they're played and not the display?

Neither, nor.
iPeng doesn't shuffle the songs, the server does.
All iPeng does is enable shuffle mode for the player, each time you do that it should indeed reshuffle the playlist. I'm not 100% sure though, what is supposed to happen whenever shuffle mode is already on when setting it, but playing the playlist should indeed reshuffle it.

You can use the shuffle controls on the NowPlaying screen to try what happens when you change the shuffle mode manually.

Thanks, but I'm totally confused. If you start the playlist in iPeng using the "Play Shuffled" area above the song list
it never shuffles the songs, they always play in the order they are shown below the "Play Shuffled" area.

If you are on the now playing screen, showing the cover art, and display the playlist by tapping the track number between
the shuffle and loop buttons, it will display a shuffled playlist according to how you've set the shuffle.

It seems regardless of what the settings are when I use the preset button on the radio to start
the playlist it's never shuffled.

Yikes, so there are three places that shuffle settings can be set,..in iPeng, the server, and on the radio itself? Not too surprising it doesn't work.

Any idea what may be going on?

Actually I don't really know why it doesn't work, I don't usually use iTunes integration so I have to get a test setup to try that out but it works OK for me with other playlists.
Do you use the latest version of Logitech Media Server?

Actually "shuffle" is a player setting or player state and - like all states for a Squeezebox - is actually being set and managed on the server. iPeng, the Radio and also the server 's web interface are just different frontend to set this setting.
And the "play shuffled" feature in iPeng is just a shortcut for "play playlist and then enable shuffle-by-track mode", which is what iPeng does. So I do find it a bit confusing that it works on the NowPlaying screen while it does not work using the "play shuffled" option, I thought this would be the same.
What I think it _could_ be is that there might be a server-side issue in that the server does NOT reshuffle the playlist if shuffle mode is already set to on when the playlist gets played and that the command to enable shuffle mode is being executed first, but I am not sure about this.

It would really help me to know that server version.

FLACs are 44/16 (compression 8) and iOS is 5.1 on iPad 2.

eMail to coolio att penguinlovesmusic dott com if it's not too big (not 100% sure which file sizes my mailbox accepts but it's at least 20MB). For larger files, services like dropbox usually work fine.
