iPeng Icon on Ipod Touch

Is it possible to create an iPeng icon on the Ipod Touch so it can be accessed directly after turning it on?

Yes.
If you click on the little "+" on the BOTTOM browser control bar, you get to a menu that allows you to put a bookmark for the current page on the desktop. Apple calls that a "webclip".

What do you mean? What is not intuitive? I'm currently trying to find out what can be better on a native app UI wise so I would really like to know.

Maybe I just need to understand the icons some more. For example, the "Penguin" icon at top right means "Now Playing". I look forward to learning more about this program. Thanks.
