If it works it's probably not an issue.

I was refering to the TrackStat_iTunes_Hist.txt file not the *.done file. The *.done file contains previously written ratings so I expect that to be large, but if the TrackStat_iTunes_Hist.txt file also is large that could explain why there seemed to be a delay after the MusicIP export had processed.

However, if it now works satisfactory and you get ratings both in iTunes and MusicIP, we don't have to troubleshoot this any further.
