there is a skin development topic on wiki.slimdevices.com

take note that there is a significant overhaul going on in the 6.5
stream of builds. for that case, what you will need to start with
there is a skin.css file, and a cmdwrappers file (you can copy from an
existing skin if you want). Best to look up some info on Template
Toolkit on google as well.

Any specific questions once you get started, feel free to ask away in
the developer forum
