I second Tag & Rename. Great program. I'm a little
upset that they recenlty removed support for
downloading from AllMusic.com as I used to have it
automatically download the album reviews from there
into the tag's comment field. It now downloads art
from Amazon.com which has larger images than AllMusic

The only reason I no longer use tag & rename is because
I'm using a Mac full time. I used it to tag over 20,000 of my
mp3's that I ripped. It's an amazing program. I wish there
was an OS X version.
