the problem was twofold:
1. RTFM - i had left off the filename from the "iTunes Music Library.xml
Location" path
2. however this problem was obscured by what looks like a bug in the
"Find iTunes Library Automatically" setting: when this is set to auto
(and the "iTunes Music Library.xml Location" setting is blank or the
correct filename or an incorrect path), the server does not find the xml
file - so the genres are not read properly and itunes playlists not
found.
(when i tried these settings, i restarted the service and wiped the
cache each time)

that is almost certainly why you aren't getting your itunes playlists.
for some
reason, the server is using the directory thinking its the file.
please go into server settings->additional->itunes and check that you
have the
setting for find itunes library automatically.
