kbps = 1000 bits or 1024 bits?

I've been digging through the Info.pm module, and I've found a number of
references to the BITRATE tag of a file containing the bits per second of
the audio divided by 1000 as opposed to 1024. Should this be 1000 or 1024?

I'm pretty sure it should be 1000 in all cases.
